Rental Assistance Program

The Rental Assistance Program is designed to help homeowners in the RREM Program and LMI Homeowners Rebuilding Program pay the rent for temporary housing while their homes are undergoing repair, rebuilding or elevation.

A program application form is available online at www.njhousing.gov/homeownership/owners/ssbg.

Funds for the program are limited and are distributed on a first-come, first-served basis to approved applicants.

Homeowners can receive up to $825 per month for the first month and up to $1,300 per month for all subsequent payments. The Rental Assistance Program initially provided up to nine months of assistance, but a program change on March 3, 2016, extends the rental assistance by another 12 months for a maximum of 21 months of assistance.

To be eligible for assistance, a homeowner must have signed their RREM grant agreement or LMI Program grant agreement and must not have completed the construction, rehabilitation or elevation of their home.

There is no income restriction for participation. However, there are other eligibility criteria, which are dictated by federal regulation. These eligibility requirements include the following:

  • Homeowner’s primary residence must be located in Atlantic, Bergen, Cape May, Essex, Hudson, Middlesex, Monmouth, Ocean, or Union county.
  • Homeowner must be a United States citizen or resident alien.
  • Homeowner must have an executed lease for a rental property in New Jersey during the time of their primary residence’s construction/rehabilitation/elevation.
  • Homeowner’s landlord must be willing to participate in the program.
  • Homeowner cannot receive concurrent rental assistance from other governmental or charitable programs or from insurance proceeds in excess of total housing rent payments.

Any rental assistance received through this program is paid to the rental property owner, not to the homeowner, as required by program regulations. Also, Rental Assistance Program funds are only available to assist with rent going forward and may not be used as a reimbursement for previously paid or incurred rent.

If a homeowner has not yet signed their grant agreement with the RREM Program or LMI Program, they are not eligible for the Rental Assistance Program at this time. However, upon signing their grant agreement, they may apply for assistance provided they meet the program’s other eligibility criteria noted above.

Please note that the Rental Assistance Program is separate and distinct from any contractual obligation your builder may have to provide rental compensation while construction occurs on your home.
